Ah yea, this is right what i expected, althought really hardly probable – things like that can happen when it comes to probability calculations. In mech. engineer we usually work with 200 tries , to bypass this problem! This is surely not an option for you, i already appreciated the step from 5 to 7 shots.
But there could be a secret reason, for the still too bad penetration values of the T7E2 which features 295mm penetration: The normalisation of these guns may have been tweaked. For example from 8° to 6°, this greatly improves the effect of sloped armor. WG maus frontal turret buff supports this these. Easy to find it out: Shoot ~20+ shots on the Maus UFP which should feature 293.2558mm with 8° of normalisation.

About WG math:
Bigger gun penetration in this game also means less constant values. This is one of the great problems of the simple gun & penetration system of WG.
Another interesting fact: wargaming states that both – gun penetration and gun damage is normally distributed. However, testing shows that only the penetration is high likely to be normal distributed – damage however with values constantly varying between the highest and the lowest values and some inbetween is surely not normal distributed.
Well, I remade the tests again at night, and random messed us hard. the pike was 40% both for the M58 and the T7E2. Reversed to 260.
Edit: Sorry, the system eated up the previous comments when I changed the picture.:/
